ADA/TTY Trainer’s Toolkit
Version 3.0

 

The ADA/TTY Trainer’s Toolkit, Version 3.0, is a newly revised, comprehensive curriculum related to providing effective public safety and emergency communications services to people with disabilities.  This instructional package is designed for use by experienced trainers/instructors to teach TTY and ADA-related subjects to those who work within the 9-1-1 emergency communications environment.

The ADA/TTY Trainer’s Toolkit consists of training materials which include leader guides (instructor lesson plans), participant guides (student manuals) and slide presentations for each course described below.

  • Effective TTY Call Processing
    This course is designed to prepare 9-1-1 and other public safety personnel to effectively and properly provide emergency services to people who use a TTY or one of many relay service technologies to communicate during an emergency.
     
    This topic is recommended as the initial training used to present new employees with the introduction to handling TTY calls in a 9-1-1 environment. It can also be used for the required six (6) month refresher training. Or to keep things fresh and engaging, agencies can use the following related topics for the required refresher training.

     
  • Crimes Against People with Disabilities
    This course is designed to promote awareness of considerations 9-1-1 and other public safety personnel should take when responding to calls concerning crimes committed against a person with a disability.
     
  • Emergency Management for People with Disabilities
    This course is designed to introduce 9-1-1 and other public safety personnel to various issues related to Emergency Management in providing services to people with disabilities during and after a major emergency or disaster.
     
  • American Sign Language (ASL) & Interpreters
    This course is designed to introduce 9-1-1 and other public safety personnel to American Sign Language (ASL) and the proper use of Interpreters to improve services to people who are deaf, hard of hearing or speech disabled.
     
  • Deaf Culture
    This course is designed to introduce 9-1-1 and other public safety personnel to various aspects of Deaf Culture to improve services to people who are deaf, hard of hearing or speech disabled.
     
  • Americans with Disabilities Act (ADA) Laws & Regulations
    This course is designed to supplement the Effective TTY Call Processing program and can be used as an in-service or refresher training course. It covers the legal requirements of the ADA and other federal laws and regulatory requirements related to providing services to people with disabilities. This program will be beneficial to new and veteran communications personnel, including supervisors and managers.
     
  • Relay Services & Emerging Technology
    This course is designed to introduce 9-1-1 and other public safety personnel to the services commonly provided by Telecommunications Relay Services to people with disabilities and the people, agencies and organizations with whom they interact.
     

Each instructor lesson plan and student manual is designed in a professional, high-quality, easy-to-use format that is ready to print. There is 15-18 hours of training material which can be enhanced by including agency-specific policy training. There are over 400 pages of instructor lesson plans and over 200 pages of student handout material. These materials are complemented by 50-plus written examination questions, a fully developed performance examination which includes scenarios, translations, and grading matrix with evaluation forms for documentation of training and testing, training games and reference material for use by instructors in preparing to teach this content.

The Toolkit includes a copyright waiver which grants permission for the unlimited use of the training materials for the purpose of training emergency communications personnel within the purchaser’s agency.
